Historic Talbot Mills dam meeting hears public concerns in Billerica

BILLERICA — Bob Martin, the owner of the Talbot Mills Dam, doesn’t want the dam. Never has.But he can’t get anyone to take it off his hands. The current masonary and granite-cut dam was built in 1828, and the maintianence, repairs, and liabilities asscoiated with the structure increase yearly.
